AGENDA ITEM NO. 6: Presentation of Parks and Recreation Report
Mayor Baker advised there was no one available to present a Parks and Recreation Board Report at this time.
AGENDA ITEM NO. 7: Consider
recommendations from the Planning Commission.
Mayor Baker advised that there had been several questions arise regarding the amendment to the zoning ordinance pertaining to Truck Parking Restrictions and advised this item would be deferred to the November meeting.
AGENDA ITEM NO. 8: Public hearing and consider an application from Hermangini K. Patel dba Weiss Mart Marina for a license to sell retail beer and wine for off-premises consumption.
Mayor Baker declared a public hearing open to discuss the alcohol application submitted by Mr. Hermangini K. Patel dba Weiss Mart Marine.
No persons appeared.
A motion was made by Council Member Sprouse, seconded by Council Member Pearson that the application to sell retail beer and wine for off-premises consumption be approved as submitted. Motion carried (6-0).

this time, Mayor Baker introduced Mr. Patel and his family and welcomed them to

AGENDA ITEM NO. 9: Consider an ordinance adopting the Business License Reform Act.
Mayor Baker advised that questions had arisen about schedules and fees since the workshop and this ordinance would be deferred until a later date.
AGENDA ITEM NO. 10: Consider
an ordinance regulating noise in the Town of

advised that the noise ordinances in Cedar Bluff had been in effect sine 1990
and needed to be revised. At this time,
Mayor Baker called for a motion to repeal all current noise ordinances for the

A motion was made by Council Member Burkhalter, seconded by Council Member May, that all ordinances regulating noise in the Town of Cedar Bluff be repealed. Motion carried (6-0).

At this time, Mayor Baker advised that she had drafted a special event application for businesses and citizens to complete before planning any event. This application must be approved by the Mayor.
A motion was made by Council Member Sprouse, seconded by Council Member Burkhalter, to accept the procedures for special events until a noise ordinance can be adopted and set in place. Motion carried (6-0).

AGENDA ITEM NO. 11: Consider appointment to the Parks and Recreation Board.
Mayor Baker advised that this item would be tabled until the Council had a copy of the Parks and Recreation Board minutes making this request before voting on the appointment.
AGENDA ITEM NO. 12: Consider allowing Glenda Barger dba Lighthouse Restaurant to request permission for an outdoor concert at the restaurant.
Mayor Baker advised that Ms. Barger had called to rescind her request.

AGENDA ITEM NO. 15: Citizen’s Participation (A five minute limit per person)
In Citizen’s Participation, Mrs. Marcia Kastl expressed concern about speeding vehicles on Summer Place.
Delores Melton inquired
as to who set the rules for permits in Cedar Bluff. Mr.
Mrs. Melton asked about permits being issued in the easement and Mr. Wallace advised that permits were issued by Alabama Power before the Town issues a permit. Mr. Wallace also advised that all new structures are required to meet Cedar Bluff codes.
Mrs. Melton inquired about the status of the mobile home sales business on Sewell Ferry and was advised that Alabama Power is waiting on a survey of the property to show exactly where the easement is.
Also discussed was the changes to the Zoning Code and who makes them. Mr. Wallace advised the Planning Commission reviews and holds a public hearing for changes, then makes recommendations to the Town Council.

There being no further business to be considered, a motion was made by Council Member Burkhalter, seconded by Council Member Sprouse, that the meeting be adjourned. (5:11 p.m.). Motion carried (6-0).
