SPECIAL CALL MEETING

THURSDAY, JANUARY 28, 2010 AT 5:00 PM

The Cedar Bluff Town Council of the Town of Cedar Bluff, County of Cherokee, State of Alabama, met in Regular Session in the Council Room at Town Hall, 3420 Spring Street, Cedar Bluff, Alabama, Thursday, January 28, 2010 at 5:00 p.m., pursuant to notice duly posted as prescribed by law. Mayor Ethel Sprouse called the meeting to order.  Members in attendance were as follows:

NOTED in the minutes: Council Member Smith was 15 minutes late due to a legal obligation.  

 

AGENDA ITEM NO. 1:                               

Discuss the garbage settlement proposal from the Cedar Bluff Utility Board.

There was some discussion regarding vehicles that belonged to the Town and Utility Board. There was also discussion from visitors regarding the legalities of the transfer.  Council Member Bond questioned the fee that the Utility Board would charge the town for billing of garbage service. He submitted that the proposed 6% seemed too high and wondered if we could possibly get by with a 4% charge.

A motion was made by Council Member Bond to submit a counter proposal with a 4% fee for the billing of garbage services, seconded by Council Member McWhorter.

Motion carried (5-0)

AGENDA ITEM NO. 2:

Discuss the closing of USDA loan for fire truck.

The Mayor asked the council to review the payment schedule presented to them regarding the payments of the USDA loan for the new fire truck.

 

AGENDA ITEM NO. 3:

Discuss the Police Jurisdiction map.

The Mayor and Council viewed and discussed the map with regards to the Police Jurisdiction. After some conversation it was agreed by all that the newly drawn map would be the most functional for the Town to adopt.

A motion was made by Council Member Hicks, seconded by Council Member Bond to accept the revised Police Jurisdiction Map which will be used by E-911 for emergency purposes.

AGENDA ITEM NO. 4:

Discuss setting the date of the Alcohol Referendum.

The Mayor and Town Council agreed that more information would be needed before a date for the Referendum could be set. The Mayor has agreed to obtain more information regarding the Referendum from Dag Rowe, attorney for the Town.  

 

AGENDA ITEM NO. 5:

Discuss applications/interview process for the Town Clerk position.

After some discussion, the Council agreed about the interview process for the new Town Clerk. The Council Members would divide into two groups (less than a quorum) to interview and access prospective applicants.

The Council also agreed that the salary of the Town Clerk, should be set at $24,000 which along with the estimated $6,000 in Business License Fees, should be approximately $30.000.

A motion was made by Council Member McWhorter and seconded by Council Member Hicks to set the salary at 30,000, to include $6,000 for Business License Fees.

A motion was made by Council Member Smith and seconded by Council Member Bond the Council would divide into two groups  to conduct the interviews.
